Strictly Uphold the Bottom Line of Discipline and Pursue Higher Goals —— Collective Integrity Talk for Newly Appointed Cadres of Chongqing Hydraulic Mechanical-Electronical

On March 30, 2018, the Party Committee and the Discipline Inspection Group of the company held a collective talk to provide integrity reminders to 17 newly appointed (including those transferred to important departments) mid-level cadres. The meeting was chaired by Zhou Bin, head of the stationed Discipline Inspection Group. The meeting organized the study of 12 relevant regulations and systems, including the "Code of Conduct for Integrity and Self-Discipline of the Communist Party of China," the "Regulations on Disciplinary Actions of the Communist Party of China," the Chongqing Hydraulic Mechanical-Electronical's "Several Provisions on Integrity in the Work of Mid-Level Leaders," the "Internal Bidding Management Measures," and the "Regulations on Handling Weddings, Funerals, and Celebratory Events by Leading Cadres," as well as the "Report on Disciplinary Inspections of the Group Corporation in 2017." The meeting aimed to educate and warn the attending cadres to abide by laws and regulations. The attending cadres also discussed their work within their respective departments.

 Strictly abide by discipline

  The meeting organized the study of 12 relevant regulations and systems, including the "Code of Conduct for Integrity and Self-Discipline of the Communist Party of China," the "Regulations on Disciplinary Actions of the Communist Party of China," the Chongqing Hydraulic Mechanical-Electronical's "Several Provisions on Integrity in the Work of Middle-Level Leaders," the "Administrative Measures for Internal Bidding," the "Regulations on Handling Weddings, Funerals, and Celebrations by Leading Cadres," and the "Report on Disciplinary Inspections by the Group Company in 2017." These materials served as educational warnings to urge the attending cadres to abide by laws and regulations. The attending cadres also spoke individually, relating their remarks to their respective departments' work, and unanimously expressed their commitment to intensifying their studies, enhancing their ideological qualities, taking lessons from past cases, strictly complying with Party discipline, national laws, and various management regulations, practicing self-discipline while also holding others accountable, and rigorously holding themselves to the Chongqing Hydraulic Mechanical-Electronical's "24-character standard for good cadres" to fulfill their duties and responsibilities.
 
  Team Leader Zhou reminded and commented on the potential integrity risks associated with the newly appointed cadres’ positions, stressing that all attending cadres must strictly adhere to the spirit of the Central Government’s Eight-Point Regulation and relevant provisions governing the integrity of leading cadres. Specifically, they are prohibited from accepting gifts or money from entities under their management, suppliers, and others; they must not establish private “small treasuries”; they must not use public funds for dining and entertainment; and they must not allow businesses owned by relatives of leading cadres to engage in business dealings or related-party transactions with their own organizations. Team Leader Zhou urged everyone to both fasten their “integrity seatbelts” and hold firmly onto the “steering wheel” of power—performing their duties and exercising their powers correctly and impartially—and also set forth requirements for the next steps in strengthening integrity risk prevention and control across all units.
 
  Liu Bing, Deputy Secretary of the Party Committee and General Manager, urged leading cadres to: First, view power correctly, exercise it with caution, shoulder their responsibilities firmly, and dare to take on challenges. It is essential to keep power firmly within the cage of institutional constraints. They must always remember their original aspiration—to contribute to the company’s development and serve their employees—perform their duties conscientiously, and use their powers fairly. Second, strictly abide by political discipline and rules, always putting discipline first. Leading cadres must not only stay within the legal bottom line but also strictly adhere to the red lines of the six major disciplines. While managing themselves effectively, they must also manage their subordinates and family members well. Every managerial position carries the risk of corruption; we must resolutely stamp out even minor forms of corruption. Third, be willing to accept supervision from the organization and the workforce, proactively prevent problems before they arise, and always maintain a clear head. We must build a solid foundation of integrity to resist corruption and prevent degeneration, strive for higher goals, and successfully complete all tasks assigned by the company, living up to the trust placed in them by the organization and the expectations of their colleagues and families. Fourth, take the lead in complying with rules and regulations, set an exemplary example by strictly following the company’s rules and regulations, practice the rule of law earnestly, uphold personal integrity and self-discipline, fulfill the dual responsibility of each position, implement the accountability system for Party conduct and clean governance, and achieve safe and sustainable development for both the company and themselves, thus becoming responsible and accountable leaders.

Prevent problems before they become serious—Chairman Li Jie leads a team to carry out safety inspections.

On November 29, Li Jie, Party Secretary and Chairman of the company, personally led a team—including responsible persons from the Safety Technology Department, the Production Support Department, the Security Office, and heads of various specialized groups under the Safety Certification—on comprehensive inspections of the safety production conditions at each unit and at Rui'ou Company.

The special inspection and rectification team for confidentiality from the Chongqing company visited the company to provide guidance and inspection.

On December 2, a four-member inspection and supervision team from the Chongqing company’s special rectification effort for confidentiality conducted a targeted inspection of the company’s confidentiality work. Members of the Confidentiality Committee—including company leaders Li Jie, Liu Bing, Lu Bin, and Ran Yimin—as well as personnel from the Confidentiality Office and relevant departments, attended the briefing session on the special inspection of confidentiality work.
