Analysis of the Market Demand for High-End Hydraulic Components

For a long time, China has been heavily reliant on imports for high-end hydraulic components used in construction machinery, resulting in substantial profits being siphoned off by imported parts. Even more seriously, these imported hydraulic components are largely supplied by just one or two foreign companies. This not only leaves us dependent on others but also undermines the construction machinery industry’s capacity for independent innovation and jeopardizes the industrial security of the sector. Moreover, it hampers the development of the hydraulic industry itself. Therefore, addressing the longstanding reliance on imports for high-end hydraulic components in construction machinery is one of the key tasks during the 12th Five-Year Plan period.   For a long time, China’s construction machinery industry has been heavily reliant on imported high-end hydraulic components, resulting in substantial profits being siphoned off by these imported parts. Even more seriously, these imported hydraulic components are largely supplied by just one or two foreign companies. This not only leaves us at the mercy of others but also undermines the industry’s capacity for independent innovation and jeopardizes the industrial security of China’s construction machinery sector. Moreover, it hampers the development of the hydraulic industry itself. Therefore, addressing the longstanding reliance on imports for high-end hydraulic components in construction machinery is one of the key tasks during the 12th Five-Year Plan period.
 
  To effectively implement the “12th Five-Year Plan for the Development of Basic Mechanical Components, Basic Manufacturing Processes, and Basic Materials Industry”—commonly referred to as the “Three-Base Plan”—and to address the critical issue of the long-term reliance on imports for high-end hydraulic components in construction machinery, the Equipment Division of the Ministry of Industry and Information Technology, together with the China Construction Machinery Industry Association and the China Hydraulic & Pneumatic Seals Industry Association, has organized construction machinery manufacturers, hydraulic component manufacturers, research institutes, and universities to establish a collaborative platform for the industrialization and application of high-end hydraulic components and systems in construction machinery—hereinafter referred to as the “Platform.”
 
  Based on the “Three-Base Plan,” this platform is a market-driven, government-guided, and industry association-organized collaborative platform for industrialization. It brings together engineering machinery enterprises, hydraulic component manufacturers, related supporting parts and material producers, research institutes, and higher education institutions—all voluntarily participating in a comprehensive, open collaboration among government, industry, academia, research, and end-users. This platform represents a new, more sophisticated, more effective, and more sustainable system of independent innovation. Its core function—market-oriented and platform-based—is to break the current disconnect between the development of prime equipment manufacturers and hydraulic component suppliers, thereby achieving multidisciplinary, cross-industry, cross-departmental, and all-around integration. Guided by the principles of market-driven development, government guidance, alignment between supply and demand, project-led initiatives, industrial chain synergy, focused breakthroughs, and iterative growth, the platform uses industrialization projects and intellectual property rights as key links to facilitate seamless connections among industries and enterprises. By fully leveraging industry resources, it helps adjust product structures, accelerates the independent innovation and industrialization of high-end hydraulic components, and promotes the sustained development of the entire industry.
 
  The platform has been under preparation since October 2011. The leader of the leading group is appointed by the Equipment Department of the Ministry of Industry and Information Technology, while the China Construction Machinery Industry Association, the China Hydraulic and Pneumatic Seals Industry Association, and the Tianjin Construction Machinery Research Institute serve as deputy leaders. The China Construction Machinery Industry Association, the China Hydraulic and Pneumatic Seals Industry Association, and the Tianjin Construction Machinery Research Institute have also dispatched personnel to serve as Secretary-General, Executive Deputy Secretary-General, and Deputy Secretary-General, respectively. The Secretariat office is located at the Tianjin Construction Machinery Research Institute.
